Village November 2017 Minutes

November 8, 2017

Present: Maksimchuk’s, P. Olk, L. Olk, Burns, Tate, Gauthier
Absent: Wolford, Seamon

Meeting called to order by Mayor Jerry Burns with the Pledge of Allegiance at 7:00 p.m.

Motion by P. Olk, support by Maksimchuk to accept the minutes, motion carried.

Motion by Maksimchuk, support by P. Olk to accept the Treasurer’s report, motion carried.

Public Comments – Margo Yaklin was present to discuss Infrastructure grants and conducting an income survey.

Consensus of council was to proceed. Motion by P. Olk, support by Gauthier to have Margo Yaklin send the application to the State of Michigan to conduct an Income Survey within the Village, discussion, roll call vote, all yeas, motion carried.

Spicer’s was present to present Council with the completed SAW grant records and findings. Records must be kept by Clerk for 15 years.

Motion by P. Olk, support by Gauthier to allow Sunday morning liquor sales within the Village (Sunday from 7:00 a.m.-2:00 a.m. Monday), discussion, roll call vote, all yeas, motion carried.

Discussed burned out property on Saginaw street, property owner has been fined.
Motion by Burns, support by P. Olk to allow Village Attorney to proceed with the Board of Appeals process against property on Saginaw street, discussion, roll call vote, all yeas, motion carried.

Motion by Maksimchuk, support by L. Olk to allow the DDA to close off the streets for Candle walk on December 8th.
Main street will be closed and Orchard street to Butternut will be closed, Discussion, motion carried.

Police, DPW and Zoning Reports are on file.

Michigan Rural water is working on a reliability study for the Village at no charge. Village was quoted $10,000 fee from engineering firm.

Motion by P. Olk, support by Gauthier to refund the Blue Cross rebate to the employee, roll call vote, all yeas, motion carried.

Sewer rate increase letter was passed out for council review and attorney approved. Will be mailed with December water bill.

Motion by Maksimchuk, support by L. Olk to pay all the bills, roll call vote, all yeas, motion carried.

Declared meeting adjourned at 8:27 p.m.
