Village February 2018 Minutes

February 14, 2018

Present: Maksimchuk’s, Seamon, Burns, Tate, L. Olk, P. Olk, Gauthier
Absent: Wolford

Meeting called to order to at 7:00 p.m. by Mayor Burns with the Pledge of allegiance.

Motion by Maksimchuk, support by L. Olk to accept the minutes, motion carried. Motion by L. Olk, support by Maksimchuk to accept the Treasurer report, motion carried.

Public Comments, Bill Swain addressed Council in regards to what kind of regulations can the Village do in regards to Marijuana grow houses. Village Attorney responded. Will place on agenda next month for more discussion.

Opened public hearing for Truth and Taxation at 7:19 and closed it at 7:20.

Opened public hearing for budgets at 7:21 and closed public hearing at 7:22. Motion by Maksimchuk, support by L. Olk to approve the 11 operating mills for the Village, roll call vote, all yeas, motion carried.

Police, DPW, Zoning reports on file.

Motion by Maksimchuk, support by P. Olk to promote Kirk Bierlein to Sargent in the Police Department with a $1.00 per hour raise, bringing his pay rate to $14.00 per hour.

Discussion, roll call votes, all yeas, motion carried.

Spicer engineers, Kenton and Don were present to discuss Sewer project and next step with council. Will place on agenda next month to discuss agreement for designs specs after council has a chance to review the proposal.

Discussed snow removal and violations of State Vehicle Code.

Spicer Engineering was present to discuss the sewer project and time frame to go out for bids.

Proposal for designs specs was left for Village Attorney to review and will be placed on Agenda for March meeting.

Motion by Maksimchuk, support by L. Olk to restrict cash from Police Revenues of $3,500 for a patrol car, roll call vote, all yeas, motion carried.

Motion by Maksimchuk, support by L. Olk to accept the 2018-2019 budgets, discussion, roll calls vote, all yeas, motion carried.

Motion by Maksimchuk, support by L. Olk to approve all budget amendments for the 2017-2018 budgets, discussion, roll call vote, all yeas, motion carried.

Motion by Maksimchuk, support by L. Olk to adopt Ordinance #120 pertaining to sidewalks with the change of the mistake of 6” of concrete across driveways to 8” which is policy adopted by council, discussion, roll call vote, 1 no vote, Seamon, rest yeas, motion carried.

Motion by P. Olk, support by Maksimchuk to hire Andy Hobson to read water meters at a rate of $200.00 per quarter, discussion, roll call vote, P.Olk yes,Gauthier, no, Maksimchuk yes, L. Olk yes, Seamon, no, Burns yes, motion carried.

Motion by L. Olk, support by Maksimchuk to pay all the bills, roll call vote, all yeas, motion carried.

Declared meeting adjourned at 9:12 p.m.
